Three things to settle before a Guangzhou sourcing trip: visa-free stay, registration, and getting goods out

Guides to sourcing in Guangzhou are mostly written by sourcing agents and stop at which market to visit. Three things that actually catch buyers out are rarely spelled out. This piece works from current documents: Russia's 30-day visa-free entry includes business and now runs to 31 December 2027, while Saudi Arabia, Oman, Kuwait and Bahrain run to 31 December 2026 — but business is not work. Non-hotel stays must be registered with public security within 24 hours under Article 39 of the Exit and Entry Administration Law, with a fine of up to RMB 2,000, and the widely repeated '72 hours in rural areas' comes from 1986 rules that were repealed. The five circles named in Suifubanhan [2026] No. 14 are a non-exhaustive branding clause rather than an official register, and Yidelu's official designation is dried seafood and dried fruit — though toys, stationery and gifts genuinely trade there. And market procurement trade (customs code 1039) caps a single declaration at USD 150,000 and applies only inside approved clusters.

Search for advice on sourcing in Guangzhou and you will mostly find sourcing agents telling you which market to visit. What actually catches buyers out is three things nobody spells out: how long you may stay, whether you must register where you sleep, and how goods leave the country lawfully.

Below is what the current documents say, with sources and dates.

1. Visa-free stays — and why "business" is not "work"

  • Russia: ordinary passport holders may enter visa-free for up to 30 days, business purposes included. The arrangement began on 15 September 2025 and a Ministry of Foreign Affairs notice dated 20 May 2026 extended it to 31 December 2027 (https://www.mfa.gov.cn/wjbzwfwpt/kzx/tzgg/202605/t20260520_11914502.html).
  • Saudi Arabia, Oman, Kuwait, Bahrain: unilateral visa-free entry since 9 June 2025, up to 30 days, business included; currently in effect until 31 December 2026 (MFA consular guidance; we rechecked on 29 August 2026 and found no notice of a further extension). That expiry is only four months away — check again yourself before travelling.
  • UAE and Qatar: mutual visa exemption with China since 2018.

Two things to keep straight:

  1. These are time-limited policies, not permanent arrangements. The two expiry dates differ. Check the current notice before you travel.
  2. "Business" is not "work". Visa-free entry covers negotiating, visiting factories and buying. Paid employment, study and resident journalism still require the appropriate visa. Do not let a buying trip turn into working on the ground.

2. Accommodation registration: 24 hours, and there is no "72 hours in the countryside"

Article 39 of the Exit and Entry Administration Law of the PRC (adopted 30 June 2012, in force 1 July 2013, https://www.nia.gov.cn/n741440/n741547/c1013311/content.html):

Where a foreigner stays in a hotel in China, the hotel shall … complete accommodation registration … Where a foreigner resides or stays in accommodation other than a hotel, the foreigner or the person putting them up shall, within 24 hours of moving in, register with the public security organ of the place of residence. (unofficial translation; the Chinese text is authoritative)

So:

  • Staying in a hotel — the hotel registers you; nothing further to do.
  • Staying in a guesthouse, a friend's flat, company accommodation or a short-let apartmentyou or your host must register with the local public security organ within 24 hours of moving in.

Penalty: Article 76 provides that a person who fails to register shall be given a warning, and may in addition be fined up to RMB 2,000. Read the wording carefully — the warning is mandatory and the fine is a discretionary addition to it, not an alternative.

One point that is easily missed: the duty under Article 39, second paragraph, falls on the foreigner or the person putting them up. So your host — including a Chinese landlord, friend or company — is exposed to the same penalty, not only you.

One widely repeated claim needs correcting: you will often read that "in rural areas you have 72 hours". The current law draws no such distinction. That figure comes from implementing rules issued in 1986 which have since been repealed. Do not plan around it.

In Guangzhou: the Foreign Affairs Office's guide for foreign nationals in the city (page dated 11 March 2024) points to the municipal Public Security Bureau's online service system for foreign nationals; the exit-entry administration detachment's hall for foreign nationals is at 155 Jiefang South Road.

3. The specialist markets that appear in government documents

This section uses only names for which a source can be shown.

The Action Plan for Accelerating the Transformation, Upgrading and High-Quality Development of Guangzhou's Specialist Markets (2026–2028) (Suifubanhan [2026] No. 14, dated 5 April 2026) names, in a clause about strengthening cluster branding: the Zhongda textile circle, the Railway Station fashion circle, the Shisanhang clothing circle, the Zengcha Road agricultural produce circle and the Yidelu dried seafood and dried fruit circle — "and other circles".

Note that "and other" — this is a branding-support clause and a non-exhaustive list, not an official register of designated markets. Treating it as a register, as some guides do, over-reads it.

Others with an official source:

  • Zhanxi — Guangzhou Municipal Bureau of Commerce material dated 3 January 2025 calls it the "Liwan Zhanxi fashion circle", and for the footwear cluster within it gives 0.25 km², 12 footwear markets, over ten thousand shops, 415,000 m² and around 400,000 international buyers a year (https://sw.gz.gov.cn/swzx/gnmy/content/post_10060704.html). Those figures describe the footwear cluster inside Zhanxi, not the whole circle. The trade is shoes, and also shoe materials and leather.
  • Sanyuanli / Baiyun World Leather Trading Centre (Baiyun District) — leather goods and bags.
  • Shahe (Shahe Subdistrict, Tianhe District) — clothing and livestream commerce.
  • Liuhua–Kuangquan clothing, Hengfu auto parts (Yuexiu), Guangzhou International Textile City (Haizhu).

A point about Yidelu worth stating precisely. The official cluster name is the "Yidelu dried seafood and dried fruit circle", so dried goods is the officially designated category. That does not mean nothing else trades there: toys, stationery and gift items are a genuine trade at Yidelu, and the malls say so in their own names (International Toy and Stationery Plaza, Jinjin Stationery and Toy City, and others). So calling it simply "a stationery market" is incomplete, and saying it has no stationery trade would be wrong: the official designation is dried seafood and dried fruit, while toys, stationery and gifts are concentrated around Wanling Plaza.

4. Getting goods out: market procurement trade (customs code 1039)

For mixed, multi-batch buying with modest per-shipment value, ordinary trade declaration is a poor fit. China provides the market procurement trade method for this.

In Guangzhou, the Huadu leather goods market was approved by the Ministry of Commerce and seven other ministries on 8 September 2016 as Guangdong's first national market-procurement-trade pilot (the Huadu District government's description of the cluster is at https://www.huadu.gov.cn/yshj/hdzs/cygh/content/post_9812973.html). Its key features:

  • goods bought inside the designated cluster may be cleared at the point of purchase
  • a single customs declaration may not exceed USD 150,000
  • VAT is exempt but not refunded
  • foreign exchange settlement is relatively flexible

Note the boundary: 1039 is cluster-bound. It applies to goods sourced within an approved cluster such as Huadu Shiling, and not to anything bought at any market in Guangzhou. Whether and how it applies to your goods is for Customs and the cluster administrator to answer.

5. What an escort interpreter does here — and does not

Being clear about the boundary is more useful than overselling:

Does: language on the ground at markets and factories; conveying specifications and price terms accurately to both sides; helping build a glossary and model-number correspondence; accompanying factory visits.

Does not: inspect goods for you, make quality determinations, take legal responsibility for a contract or a customs declaration, or make commercial decisions on your behalf. Those are your judgement, or work for an inspection company and a customs broker.

In short

  • Russia: 30 days visa-free including business, currently until 31 Dec 2027; Saudi Arabia, Oman, Kuwait and Bahrain until 31 Dec 2026. Business is not work.
  • Non-hotel accommodation must be registered within 24 hours; failure brings a warning plus a possible fine of up to RMB 2,000, and your host is equally liable; there is no "72 hours in the countryside" rule.
  • The cluster list in Suifubanhan [2026] No. 14 ends with "and other circles" — a non-exhaustive branding clause, not an official register of markets.
  • Market procurement trade (1039) applies only within approved clusters.
